One of the important tasks you are asked to do as you join and continue to be a part of scouting is to be a trained leader. Why? Our youth depend on it and depend on YOU to keep them safe and provide a FUN, and engaging program. . . and training makes your job as a leader fun and easier as well!
Trained leaders understand Scouting America’s mission, vision, purpose, methods and values. Trained leaders deliver the promise of scouting to our youth – the promise of adventure, leadership and growth. A trained leader is knowledgeable and more confident in the role being performed. Trained leaders impact the quality of programs, safety, and a whole lot more. In other words, a trained leader is better prepared to make Scouting all it can be!
For Cub Scout Leaders:
Basic Adult Leader Outdoor Orientation (BALOO) – This one-and-a-half day course is designed as an introduction to the Cub Scout outdoor program for leaders interested in adding a camping component to their Pack activities. BALOO training consists of an online pre-requisite component in addition to an overnight hands on practical. Click here to access the prerequisite training. The overnight portion is available through your District or Council.
Scouting America’s Cub Scout level camping policies will be taught along with the discovery of the necessary tools to help units carry out a successful camping experience. Completion of this course is mandatory for a MINIMUM OF ONE adult on a Pack overnighter.

For Scouts BSA Leaders
Introduction to Outdoor Leader Skills (IOLS) – Working as patrols, this hands-on course provides adult leaders the practical outdoor skills they need to lead Scouts in the out-of-doors. Upon completion, leaders should feel comfortable teaching Scouts the basic skills required to obtain the First Class rank. Along with Scoutmaster Specifics this course is required of all direct contact leaders registered in Scouts BSA Troops in order to be considered “trained”.

Many other courses are offered throughout the year to help train our adult leaders in all types of specialty areas. Virginia Headwaters Council’s Spring Outdoor School offers more than just leader training. In the past, we’ve offered Leave No Trace Level 1 Instructor training, Rangemaster Training, and BSA Chainsaw Safety. Check back in January to see what we’ll offer in 2027.
